Making another significant ruling, the Manipur Information Commission has made it crystal clear that file notings in official files are to be considered as integral part of files and there can be no question of their exemption from disclosure under the provisions of the Right to Information Act.The ruling was made in a hearing held Saturday following a petition filed by the state information officer, secretariat, education department, against earlier decisions of the commission.
